Proposed Town Council Changes Would Restrict Who Can Serve on Council
The changes will be discussed at next Tuesday's meeting.
Newly-proposed Altadena Town Council rules would instill a residency requirement of two years for people looking to serve on the board, and would also ban anyone who has been expelled from the council from running for office again.
In addition, the new rules would also restrict anybody who has resigned from the council while under investigation from running again.
Those new requirements would apply to former town council member Herbert Simmons, who resigned last year from the council on the same day it was scheduled to hold a hearing on whether to expel him.
Simmons was accused by other council members of using the name of the council to promote a teacher of the month program and to attempt to solicit donations from local businesses.
The council is not an elected government body, and as such, is not required to follow California election codes or other laws that pertain to governing bodies. The group does follow Robert's Rules, a commonly-followed set of guidelines for parliamentary bodies.
Another change proposed is that any investigation of a member of the Town Council would happen in a closed hearing rather than an open one, a measure designed to minimize the council's liabilty to a defamation claim, according to a document outlining the change.
In addition, anyone running for office would have to be a registered voter.
The council will discuss the proposal at its meeting at 7 p.m. on Tuesday at the Altadena Community Center.

Because we all realize this gets to the the heart of the problem with the town council. the reason 40,000 of us don't feel that the council represents us... is because we have too many choices on our ballot. right.

Michele, better that the council wastes its time on "silly stuff like this" instead of serving as a showcase for developers who use the council's influence with the County Board of Supervisors to promote projects that destroy our community. One such project which YOU voted YES to approve while you were on the council is the massive Monte Cedro luxury senior project which will physically overshadow our low profile neighborhood and bring noise and traffic. If YOU recall, the Monte Cedro developers closed and demolished the Scripps Home which provided care, including end of life care, to Altadena seniors of any and all financial means. Monte Cedro promised the seniors of the Scripps Home that they moved to the Kensington in Alhambra that they could move back to Monte Cedro once it was built, but this is a false promise since NO skilled nursing care will be available at Monte Cedro and only 19 out of the 186 luxury apartment units at Monte Cedro will be reserved for assisted living. Furthermore, the Monte Cedro luxury apartment complex for seniors is UNAFFORDABLE for many seniors and their financial assistance plan for those seniors has never been defined. Monte Cedro is bad for our neighborhood, bad for Altadena, and bad for seniors.

And Michele, btw, Monte Cedro was recently cited for a violation of the oak tree ordinance because their unlicensed contractor "trimmed" the oak trees without a permit and removed many green limbs from those trees. You voted YES for this bad neighbor who disrespects not only our laws protecting oaks, but disrespects the Altadena business community by flagrantly and with impunity hanging those children's banners on their property, thumbing their nose at the rest of the business community that has been subjected to recent county enforcement of the sign ordinance. Michele, turn your wrong YES vote into a right and join us NOW by publicly opposing this bad neighbor.

You know one sincerely doubts Mr. Simmonds would return. One also can not believe that once again a group that PRETENDS to be a elected representational body is again acting like a 19th Century private Gentleman's club and trying to restrict who can join to only people liked by the existing group. One also finds it laughable that a group chock full of people with all kinds of conflicts of interest who boldly vote on matters where they have a fiscal interest will then attempt a moral high hat with a guy who was only using his office to feather his nest as others do, without going through the seemingly required step of first selling himself to a Not for Profit or out of town developer. AMAZING.

Dan, first of all I disagree with you that my post is not relevant to this article. Second, it is okay to intervene when there is an abusive post, but you shouldn't be trying to direct the commentaries or people will begin to feel that they are not free to express their opinions here which will discourage people from commenting on controversial topics.

Another thing. Michele was an elected town council member. Public commentary about voting records and the positions taken by elected council members and other persons who held or currently hold public office is reasonable and expected and are not insults or personal attacks. Criticizing a person's public voting record is not a personal attack.

Yeah Brian you forgot, they will rig the election using shock troops from various not for profits and the Sheriff's Support Group(or whatever the present name of it is) then when you complain in writing and to the LACSD, they will first just dismiss the complaints as invalid, then try to make sure that the only people on the investigative committee are the people elected through the sham, then threaten you with prosecution by the LACSD for continuing to make complaints. I think that makes it pretty clear who the ATC REALLY represents, and thats why almost no one bothers to vote in ATC elections anymore.

I wouldn’t indict LACSD as a whole in this. Generally, I have been impressed with the organization despite Baca being Antonovich’s lapdog. Rosie Blow made the threat directed at me. He was just a stooge for the “Country Club” kids and was properly reprimanded for his indiscretion. He ended up retiring early. By the way, I didn’t feel the least bit intimidated by this little man.
I believe that very shortly those who have defrauded our community will see the spoiled fruits of their folly. It has not gone unnoticed. For their “30 pieces of silver” these co-opted silly little people will be made to suffer by the proper authority many times more than what their ill-gotten gains were worth.

When do you think the ATC election was rigged? I've run the Town Council elections for the last two years and I can assure you that the elections were run fairly. To insinuate otherwise is an insult to the fifty plus people from throughout our community who volunteered their time in order to insure a good and fair election.

On another note; I doubt it is in Ms. Zach's nature to have approved anything in the TC that would be nefarious. This goes for a couple of the other others as well. Developers have facility to dupe the public and likely she was if in fact she approved the retirement home debacle. She would not have a horse in such a race. I have no doubts about her integrity.

Fortunately, outside of Altadena, few have heard of these silly little people.
Any person can see how this farce operates by attending an ATC meeting. There is not much dissent or critical analysis of the agenda among the council members-- most just go along with the ATC developer-connected leadership, and most votes are unanimous without any dissent. Everything is a done deal before it ever makes it to a vote. What a joke.

Brian- No I have never heard of Bob Meyer. After I resigned I stayed away from the humiliation of being associated with these clowns. But we both know, and it has been well documented that prior elections were indeed rigged, by some still sitting members, probably the ones who appointed Mr. Meyer. In fact the election chair complained of the interference by the SSG who just took over the election, changed polling places, manned polls with unauthorized poll workers, had uniformed members who were also candidates present to monitor polls and on and on it went, but its all OK if the stooges get elected.If the trunk of the tree is poison, so must be its fruit..I think that was a John Marshall saying, not that anyone remembers who he was....Of course its against the club rules to actually bring out the outrageous conflicts of interest in a Altadena Town Council election, so the People have no opportunity to vote against them, and those with conflicts that support a certain group(SSG, developers, NFP's) are never punished.
I miss the old group before Balder, some of whom I disagreed with, Like Dewey Merrill, Bob Powe,Oscar Werner and Frank Bridal, but none of whom were intellectually dishonest, rabidly inconsistent, or for sale. My how things have changed.

Fortunately, I do remember - Chief Justice John Marshall - fruit of the poisonous tree doctrine - aptly applied to the whole process of advising the devil on the admissibility of the evidence of hell - or a new profitable Altadena development - a sort of mental chain of custody, all tainted with the same poison. Very clever of you, but you are still a better Bishop than politcian.
