Neighbors big mess

Is there anything I can do about a neighbors big, unsightly mess? Is it legal to just dump what you don't want on the street? Last week a neighbor carelessly tossed what appears to be the entire contents of their home onto the area between their front property line and the street - unbagged piles of clothing, upturned furniture, housewares, etc. It looks like an angry ex evicted someone!
