Traffic Light at Lincoln and Altadena Drive intersection.

I pass through the Lincoln Ave. and Altadena Drive intersection every workday, at about 9AM heading west, and 6PM heading east. The new traffic light at this intersection is set very strange, if it is not miss-functioning. This morning it was green for 7 seconds heading east/west, then it was green for 35 seconds heading N/S. There was no traffic in either direction.  The worst recent time was 6 seconds green, then 45 seconds red. This created a long line for cars heading west or turning South from Altadena drive. There was no N/S traffic at that time.

Has anybody else noticed this, and who should this be reported to?
