What Kind of Noise Does the County Regulate?

Noise pollution was a topic of discussion at Tuesday's Altadena Coalition of Neighborhood Associations (ACONA) Meeting

At a Tuesday meeting of the Altadena Coalition of Neighborhood Associations (ACONA), a county official discussed what types of noise pollution it will regulate and what types it will not.

Cole Landowski, of the chief of the County's Environmental Hygiene program, said that any persistent noise that is above 50 decibels in a residential neighborhood can be regulated by the county.

His program, which is part of the County Department of Public Health, regularly investigates complaints from residents in unincorporated areas and will bring out instruments to measure noise levels if investigators feel it is warranted.

At Tuesday's meeting residents in attendance told him all the problems they faced to see if it would be regulated.  The problems ranged from troubles with churches renting out their spaces to people who throw loud parties, to one resident who said her neighbor's pool pump is so loud people in neighboring homes can't open their windows.

In either case, Landowski said his department could investigate.

But there were three noise problems mentioned by residents that would not fall under his department's regulatory power.  They are:

  • Loud boomboxes in cars
  • Leaf blowers
  • Dog barking 

Loud cars specifically do not meet the county's ability to regulate since they are not stationary.  Leaf blowers, though possibly noisy enough to be a violation, have a specific exemption under county code.

Dog barking is covered by the county's Animal Control department.

The department has an online form for residents who wish to report a problem.

50 dba seems pretty low. Normal conversation is 60 dba @ 3 feet. A residential Air Conditioning Compressor is 60 dba @ 20 feet. If I have a conversation in my backyard (not a party), or run my AC, I am violating the Environmental Hygiene Program. Unbelievable!!!

What about the helicopters circling incessantly over Altadena?

Well, Ellen, there is this legislation on helicopter noise: http://altadena.patch.com/articles/helicopter-noise-bill-introduced-in-congress. However, the bill, if passed, would likely exclude law enforcement as the preliminary language suggests the restrictions should only be for commercial air craft. I'm pretty sure 99 percent of helicopter above Altadena are law enforcement and Fire Department.

1. The County already HAS regulated noisy vehicle stereos. they did so twenty years ago. They just don't enforce. 2. The County and State have regulated noisy vehicle exhaust systems, they just dont enforce on motorcycles running back and forth between Charles White Park and the Booze outlets every non rainy Friday night, Saturday and Sunday afternoon. 3. Ditto for the sound systems that can be heard above the motorcycle exhausts. 4. Ditto for the regulation not allowing booze in the park, And its not like if they wanted to write tickets for these violations they would have a hard time if they set up say in the library parking lot or anywhere along Ventura street.........

Yeah, what about those pesky motorcycles? They are so LOUD and can be heard on Lake Avenue from almost a mile away!

What are the time restrictions for the use of dirt blowers ex: not before 8:00am not after 6:00pm ?

Far as I know, in Altadena, no time restrictions.

The noise restrictions for leaf blowers are the same for construction work. DC you are correct- 8a-6p

Revvell- Clearly NOT the LACSD. They have no interest in doing any Altadena enforcement unless it comes with a Federally funded program and the option of the group having their own gang tatoo. D.C. I really dont. I know the regulation governing contractors comes out of a general noise code and is not specific to them, Everytime I file a permit for a design client its one of the twenty things we all have to initial. The clients keep that sheet. I'll ask around and see if anyone still has it and if the sheet sites a county code number (I think it does)

Interesting Steve.... that's not my impression ~ or experience with them, but, I guess you have more than I since you ride along with and spend so much time with the deputies.

No oh self made name, I have more experience because I've for over 25 years worked with friends and neighbors to get enforcement against all sorts of odd things. But you being a star struck volunteer on patrol would know so much more than those of us who attempt to get the services.....Do you have your uniform yet?

I also know how they operate yet, you know from outside in; I know from inside out ~ the hows, the whys... which is why I'm doing what I do! You're still living in the past from what USED to be; not what is.

LOL AT least you are good at copy insults from others. I would have never guessed you had such ability. As to the past and what was, thats a silly accusation. Like most of wehat you say, misinformed. You've never even met me, never had a conversation with me except here to insult me based on preconceived notions of who i am that are just wrong from the people who gave them to you. You really should know the person you are attacking before you attack, you may find your gatred and derision are misplaced. That is if you are capable of honest evaluation. And what past is it you think I am reffering to? all your fellow star struck LACSD groupies have ALWAYS denied there was ever any problem with them. DO you now admit they were wrong? And there is more exposed wrongdoing and corruption in that department now than there has EVER been. Whose living in fantasy land?

Hah! You know how many times I've seen you? How many times you've seen me? Looked me in the eye? Seen me in uniform? I laugh because you talk about riding a bicycle in Altadena ~ Dude.... as I said previously, I'd almost pay to see all 400 pounds of you on a bicycle. You can barely toddle up the street from the Coffee Gallery. I've never denied there are issues in the sheriff's department. Of course there are yet, you never give credit where it's due. I only refer to Altadena... and, things have gotten a whole lot better in the last few years. Yeah, things come and go ~ shootings, burglaries/robberies, etc. It happens everywhere yet you act as though the sheriff's dept. and, Altadena specifically is the ONLY place these things occur. Altadena has a small force. They're doing the best they can with what they've got and, they call for help when/if they need it. I'm not at liberty to say what I know, it's not my job yet, you don't know the half of what you go on about. I see what goes on from the inside as I said. That's why I became a volunteer and one thing I know is, I can go out walking any time of day and/or night a feel relatively safe compared to most places I've lived. Uhhh.. someone talking about fantasy land? You know what's funny about you Meatloaf? You talk in circles, avoid specific issues and make up stuff. Talk about fantasy.
